Purpose of the Role

Lead the design, engineering delivery and strategic evolution of the Bank’s enterprise Stress Testing Technology platforms in EMEA across all material risk types. The role combines hands-on technical leadership, architecture oversight, engineering management, delivery leadership and people leadership to build scalable, controlled and auditable solutions for internal risk management, capital and liquidity adequacy assessments, recovery planning, management exercises and regulatory stress testing.

Background and Organizational Context

We are seeking a highly experienced and technically strong Stress Testing Technology Engineering & Delivery Lead to join the EMEA Risk Technology team and lead strategic stress testing capabilities across Risk, Finance, Treasury, Data and Technology.
The role spans Credit Risk, Counterparty Credit Risk, Market Risk, Liquidity Risk and IRRBB, Operational Risk, Model Risk, Climate and Sustainability Risk, concentration risk and other material enterprise risks. It requires deep engineering and solution architecture expertise, strong risk-domain understanding, hands-on technical leadership, data and integration expertise, and the ability to orchestrate scenario management, calculation engines, workflow, controls, aggregation, analytics and regulatory reporting.
The successful candidate will lead from the front, remaining close to solution design, engineering decisions, implementation challenges and production outcomes while building a strong technology team and partnering with senior business and technology stakeholders.

Scale and Scope

EMEA-wide scope across enterprise Stress Testing Technology platforms, covering Credit Risk, Counterparty Credit Risk, Market Risk, Liquidity Risk and IRRBB, Operational Risk, Model Risk, Climate and Sustainability Risk, concentration risk and other material enterprise risks. The role operates across Risk, Finance, Treasury, Data and Technology and leads multi-disciplinary engineering and delivery resources across onshore, nearshore, offshore and vendor teams. The scope includes strategic change, regulatory stress-testing exercises and sustainable BAU delivery.

Key Accountabilities and Responsibilities 1/2

Leadership & End-to-End Delivery
- Own the technology strategy and integrated delivery plan for enterprise stress testing across all material risk types.
- Lead delivery from requirements and architecture through implementation, exercise execution, regulatory submission and BAU handover.
- Align scope, milestones, dependencies, resources, environments, funding and releases across parallel workstreams.
- Drive accountability, timely decisions and transparent escalation across business, technology and supplier teams.
Cross-Risk Stress Testing Capability
- Lead technology capabilities supporting Credit Risk, Counterparty Credit Risk, Market Risk, Liquidity Risk and IRRBB, Operational Risk, Model Risk, Climate and Sustainability Risk and enterprise-wide aggregation.
- Integrate scenarios, assumptions, models, calculations, overlays, management actions and outputs across risk types.
- Support capital, liquidity, earnings, balance-sheet and risk-weighted asset impact assessment.
Technical, Architecture & Engineering Leadership
- Provide hands-on leadership across application, data and integration architecture, including technical workshops, design reviews and complex problem-solving.
- Review and challenge solution designs, data models, integration patterns, code quality and engineering approaches.
- Oversee controlled data sourcing, lineage, transformation, calculation, aggregation and integration across source platforms, risk engines, model platforms and reporting tools.
- Drive secure development, automated testing, CI/CD, observability, resilience, performance and operational supportability.
- Lead platform modernisation, simplification, automation and technical debt reduction, balancing scalability, resilience, cost and regulatory timelines.

Key Accountabilities and Responsibilities 2/2

Technology Talent & Capability Leadership
- Build and develop a high-performing team of software engineers, data engineers, architects, DevOps engineers, technical analysts and delivery leads.
- Own role definition, technical interviews, practical assessments and selection of strong technology candidates.
- Assess engineering depth, system-design capability, problem-solving and suitability for a regulated banking environment.
- Establish competency expectations, mentoring, career development, succession planning and continuous learning.
- Create a culture of technical ownership, constructive challenge, collaboration and engineering excellence.
Controls, Traceability & Regulatory Delivery
- Embed controls for data quality, reconciliation, completeness, approvals, access, change management, audit evidence and submission traceability.
- Ensure outputs are traceable from source data and scenarios through calculations, adjustments, review and final reporting.
- Coordinate technology readiness for regulatory exercises, including data collection, forecasting, quality assurance, review and challenge and submission.
- Ensure alignment with risk data aggregation, model governance, operational resilience, data governance and audit expectations.
Governance, Planning & Exercise Readiness
- Maintain the integrated plan, RAID log, dependency and decision logs, resource forecast and delivery dashboard.
- Coordinate Risk, Finance, Treasury, Data, Architecture, Engineering, QA, Infrastructure and external vendors.
- Oversee system, integration, regression, performance, reconciliation, user acceptance and dress-rehearsal testing.
- Ensure environments, data, runbooks, support arrangements and operational teams are ready for time-critical execution.
- Provide concise executive reporting and embed lessons learned into subsequent delivery cycles.
Stakeholder, Vendor & Financial Management
- Act as the primary Technology interface for senior Risk, Finance and Treasury stakeholders and governance forums.
- Manage strategic suppliers, delivery commitments, commercials, knowledge transfer and third-party performance.
- Oversee programme spend, forecasts, procurement and resource utilisation.
- Ensure delivered capabilities have clear ownership, support documentation, service controls and sustainable BAU operating models.

Knowledge, Skills and Experience

Essential
- Extensive experience (15+ years) delivering complex technology programmes within banking or financial services.
- Proven experience building, hiring and growing high-performing software, data or platform engineering teams.
- Strong hands-on solution architecture and system-design capability across distributed applications, APIs, event-driven integration, data platforms and workflow/orchestration.
- Ability to review technical designs, data models, code and engineering artefacts and guide teams through complex implementation and production issues.
- Strong knowledge of automated testing, CI/CD, DevOps, observability, cloud services, containerisation and secure software development.
- Experience delivering stress testing, risk, capital, liquidity, finance or regulatory reporting technology capabilities.
- Working knowledge across Credit Risk, Counterparty Credit Risk, Market Risk, Liquidity Risk and IRRBB, and Operational Risk.
- Understanding of scenario design, sensitivity analysis, forecasting, model execution, aggregation, management overlays and reverse stress testing.
- Strong understanding of data lineage, data quality, reconciliation, controls, auditability and regulatory submission processes.
- Proven ability to manage integrated plans, budgets, resources, dependencies, governance and executive reporting.
- Excellent stakeholder management and communication skills, with the ability to lead through ambiguity and compressed regulatory timelines.
Desirable
- Bachelor’s or Master’s degree in Computer Science, Information Technology, Finance, Risk Management or a related discipline, or equivalent experience.
- Knowledge of EMEA supervisory stress tests, ICAAP, ILAAP and recovery planning.
- Experience with enterprise data platforms, data lakes or lakehouses, cloud services and business intelligence tooling.
- Experience of risk calculation engines, scenario-management platforms, model-execution frameworks and configurable regulatory reporting solutions.
- Familiarity with climate scenario analysis, model risk governance, operational resilience and data governance requirements.
- Relevant certification such as FRM, PRM, CFA, PMP, PRINCE2 or SAFe.
