Purpose of the Role
Lead the design, engineering, delivery and ownership of EMEA Risk Management Technology capabilities, with an initial focus on Credit Risk, Operational Risk and other Non-Financial Risk types. Translate Risk Management requirements into modern, secure and scalable technology and data solutions, delivered in accordance with relevant regulations, internal policies, DevSecOps standards and Agile principles.
Background and Organizational Context
This is a senior Technology Management and Engineering Leadership position within the EMEA Risk Management Technology team, part of the wider Cross-Product Platforms IT function under the EMEA CIO.
The role requires a mature Risk Technology professional with an understanding of corporate and investment banking products, processes and risk management disciplines, together with a hands-on track record of designing and implementing modern technology and data solutions.
The role works collaboratively with EMEA Risk Management, Credit, Front Office, Data Management, Technology teams and third-party vendors, while playing an active leadership role within the EMEA Cross-Product Platforms Technology organisation.

Key Accountabilities and Responsibilities
Risk Technology Leadership & Stakeholder Partnership
- Act as the principal conduit between Risk Management and Technology teams, translating business and risk requirements into clear technology outcomes.
- Build strong partnerships with Risk Management, Credit, Front Office, Data Management and other stakeholders across EMEA.
- Provide active leadership within the EMEA Cross-Product Platforms Technology team and represent the Risk Management domain in relevant forums.
Product, Platform & Service Ownership
- Own the technology products, platforms, applications and services supporting Credit Risk, Operational Risk and other Non-Financial Risk types.
- Set priorities and roadmaps for the Risk Technology estate, balancing business outcomes, regulatory obligations, resilience, supportability and strategic alignment.
- Ensure clear accountability for service performance, production support, change delivery and lifecycle management.
Architecture, Engineering & Delivery
- Lead the design, build, testing, implementation and production support of in-house Risk Technology platforms and applications.
- Oversee implementation and integration of vendor solutions into the SMBC technology environment.
- Ensure solutions comply with internal architecture, security, infrastructure, data, risk and control standards.
- Promote modern engineering practices, including DevSecOps, Agile delivery, automation, maintainability and secure-by-design implementation.
- Provide hands-on technical leadership and challenge solution designs, delivery approaches and engineering decisions where required.
People & Capability Leadership
- Provide line and matrix management for Business Analysts, Data Analysts, Technical Analysts, Developers and other Technology professionals.
- Build, recruit, coach and retain strong technologists with the skills required to deliver and support the Risk Technology roadmap.
- Create a culture of ownership, collaboration, high standards, continuous learning and delivery accountability.
- Ensure appropriate capacity, skills, succession planning and knowledge transfer across internal and external teams.
Cross-Risk Collaboration
- Collaborate with teams delivering Market Risk, Liquidity Risk and Counterparty Credit Risk capabilities across EMEA entities and branches.
- Promote consistency, reuse and strategic alignment across Risk Technology platforms, data solutions and integration patterns.
- Contribute the EMEA Risk Management domain perspective to regional and global IT and Data strategy.
Vendor, Governance & Control Management
- Manage relationships with third-party vendors and internal SMBC Technology teams to deliver architecture, engineering and integration outcomes.
- Ensure delivery adheres to relevant regulations and SMBC policies, standards and controls.
- Maintain effective oversight of delivery risks, issues, dependencies, supplier commitments and production readiness.
- Support governance, audit, control assurance and senior stakeholder reporting for the Risk Technology portfolio.
Knowledge, Skills and Experience
Essential
- Extensive experience (15+ years) leading technology and engineering delivery within banking or financial services.
- Strong understanding of corporate and investment banking products, processes and risk management disciplines.
- Practical experience in Credit Risk, Operational Risk or other Non-Financial Risk technology domains.
- Hands-on track record of designing and implementing modern applications, data and integration solutions.
- Experience owning technology products, platforms, applications or services across the full delivery and operational lifecycle.
- Strong solution architecture, engineering, data and systems-integration expertise.
- Experience leading multidisciplinary teams through line and matrix management.
- Demonstrated capability to recruit, assess, coach and develop strong technology professionals.
- Knowledge of DevSecOps, Agile delivery, secure development, testing, implementation and production-support practices.
- Strong stakeholder-management skills and the ability to translate Risk requirements into deliverable technology solutions.
- Experience managing third-party technology vendors and working across regional and global teams.
- Sound judgement, integrity, customer focus and the ability to drive change and results in a regulated environment.
Desirable
- Experience across additional risk domains, including Market Risk, Liquidity Risk, Counterparty Credit Risk or Model Risk.
- Knowledge of Risk data management, governance, reporting and regulatory-control requirements.
- Bachelor’s or Master’s degree in Computer Science, Engineering, Information Technology, Finance, Risk Management or a related discipline, or equivalent professional experience.
- Relevant technology, architecture, delivery or risk-management certification.
