Role Summary
The Head of TPM Operations is responsible for the operational elements of the EMEA Third Party risk Management Framework. Key responsibilities cover the full TPRM lifecycle including owning the risk assessment, contracting and monitoring processes as well as the associated tooling. documentation, reporting and governance.
The remit of the Operations Planning Department (OPPD) spans all of SMBC EMEA (all entities and countries, all business units and supporting functions) and includes the following groups:
- Transformation & Strategy Planning Group. Responsible for the Transformation Strategy, design of the Target State for SMBC EMEA and prioritisation of the transformation budget.
- Change Management Group. Responsible for programme and project design and delivery, change methodology and toolset and providing Project Management and Business Analyst resources to staff programmes and projects.
- Service Management Group. This includes Business Service Management (responsible for the Service Management Methodology and supporting Business Service Owners in their roles overseeing the end-to-end delivery of business services), Business Continuity Management and Corporate Real Estate Services.
- Operational Resilience Group: Comprising Operational Resilience and Third Party Management (TPM). Responsible for the management of operational resilience, as well as management of third-party providers (both internal and external) and third party risk in the first line.
- Data Management Group. Responsible for the Data Strategy, design of the Data Architecture and supporting delivery of data solutions.
TPM play a critical role in the management of third parties across EMEA, comprising of over 25 entities, branches and offices. This role supports the ongoing procurement and risk management of third parties relied upon by SMBC EMEA Division. This includes the alignment of operational delivery to current industry standards and regulatory expectations, as well as ensuring any required change remediation is designed and implemented appropriately.

Position Description
Operations: Management of the team performing the operational processes, controls and reporting to agreed service level agreement
Reporting: Provide comprehensive reporting to demonstrate effective third party management
Regulatory information: Working with first and second line stakeholders to prepare and deliver central Third Party responses to regulatory engagement as required.
Performance Management: Facilitate best practice in ongoing oversight of third party arrangements including SLAs and KPIs.
Controls: Ensuring TPRM controls are operating effectively including both controls performed by the TPRM team, as well as relevant key stakeholders involved in TPRM, including appropriate tracking of remediation and escalation where required.
Tooling: Business owner and administrator of EMEA third-party risk management and procurement tools, facilitate user requirements and experience including maintenance of templates and training
Incident Management: Support incident management processus and remediation.
Support TPRM and Procurement change initiatives as required
Documentation: Responsible for the update and maintenance of the TPRM and Procurement documentation including framework, standards and procedures required to demonstrate meeting regulatory requirements and the needs of the other jurisdictions and other risk domains (users for the procedures).
2LOD Partnership: Support 2LOD groups in performance or reviews and assurance activities, including tracking of remediation and action points.
Advisory: 1LOD point of contact across EMEA for TPRM and Procurement operational queries, provide training as appropriate
Point of escalation with first line of defence for EMEA issues and risks
Thought leadership: Developing and evolving the TPM framework over time to: i) maintain compliance with relevant and emerging regulation; ii) Keep pace with or exploit any emerging best practices, technology or methods; iii) Continue to drive operational efficiency across TPM/TPRM processes by leveraging operational synergies. Offer constructive challenge to stakeholders to drive ‘better outcomes’ for TPRM as appropriate.
To be an active member of the SMFD Leadership team, and to provide additional local oversight and management to the other OPPD functions in Dublin.
Knowledge, Skills and Experience
Operational Management: Experience of managing 1LOD third party management teams that perform operational and control processes
Third Party Management: Thorough understanding of current and emerging third party relevant regulations across the UK and Europe, their associated (major) regulatory bodies and their implementation in the industry
Procurement: Strong understanding of strategic and operational elements of procurement and supply chain management
Performance Management: Ability to develop and operate under an Service Level Agreement to provide service delivery to multiple internal clients
Continuous Improvement: Ability to design and implement improvements to enhance service delivery.
Controls: Design and operation of effective Controls aligned to risk management framework objectives
Service Management: Detailed understanding of intragroup outsourcing and service management oversight and management.
Reporting: Ability to design and operate reporting and management information to measure and control third party management service delivery, to analyse issues and provide clear remediation options.
Governance: Experience of governance submitting and presenting on third party management operational delivery topics.
Presentation: Ability to produce high quality materials to ensure informed decision-making and information sharing across senior stakeholders
Communication: Able to communicate effectively at all levels of the organisation. Able to convey complex topics simply and to articulate issues in a way that eases decision making and drives action.
Senior Stakeholder Management: Proven ability to build positive working relationships with senior stakeholders, including regulators and auditors, and capable of influencing to gain agreement and resolve conflicting priorities in ambiguous environments.
Influence: Able to influence at all levels of the organisation. Able to mobilise and align resources across the organisation – especially in teams outside of the direct reporting line.
Documentation: Attention to detail and ability to produce and maintain clear and concise TPRM documentation including polices, frameworks, training materials and guidance.
Working with offshore / near shore locations and teams.
Customer Service: Can do attitude to build and maintain proactive and response service delivery for the region.
Technology: Familiar with TPRM tooling as well as use of technology to collaborate, report and maintain processes, controls and training.
