Role Summary
Lead the development and governance of a centralised Operational Resilience capability across SMBC EMEA. Implement and manage the Operational Resilience Framework, ensuring resilience risk is effectively identified, controlled, and mitigated across internal operations and the supply chain. This role is critical to safeguarding the organisation, financial markets, and customers from operational disruptions.
Business Area
Operational resilience is a core component of SMBC’s risk strategy and a regulatory priority. The firm is investing in sustainable capabilities to meet regulatory expectations (e.g., DORA, BoE, FCA, PRA). This senior leadership role will shape and embed resilience practices across the region, ensuring continuity of critical services during disruptions.
Position Description
Key Responsibilities
- Strategy & Framework: Develop and lead the Operational Resilience Strategy and Framework aligned with SMBC’s risk and continuity goals.
- Regulatory Compliance: Monitor and respond to evolving regulations and industry best practices.
- Operational Leadership: Build and manage a high-performing EMEA resilience and testing team.
- CIF/IBS Oversight: Maintain and execute assessment methodologies for Critical Important Functions (CIFs) and Important Business Services (IBS).
- Scenario Testing: Design and oversee scenario testing frameworks and annual test schedules.
- Incident Management: Support incident response and remediation for disruptions affecting CIFs/IBS.
- Governance & Reporting: Lead governance forums, develop controls, and report to senior stakeholders and regulators.
- Stakeholder Engagement: Act as liaison with internal/external stakeholders, including regulators and auditors.
- Training & Awareness: Promote a risk-aware culture through training and stakeholder engagement.
- Continuous Improvement: Drive initiatives to enhance resilience capabilities and embed best practices.
Knowledge, Skills & Experience
- Regulatory Expertise: Deep understanding of EMEA operational resilience regulations.
- Operational Resilience: Proven experience in CIF/IBS identification, scenario testing, and vulnerability management.
- Leadership: Strong track record in building and leading international teams within investment banking.
- Banking & Technology: Knowledge of investment banking operations and supporting technologies.
- Communication: Excellent written and verbal communication skills; able to influence at senior levels.
- Strategic Thinking: Ability to translate strategy into actionable goals and manage change effectively.
- Risk & Governance: Strong grasp of risk management, governance structures, and control frameworks.
- Analytical & Decision-Making: Skilled in problem-solving and making sound judgments under uncertainty.
- Third-Party Risk: Experience in third-party risk management is desirable.
Challenges
- Ongoing remediation and embedding of regulatory requirements across EMEA.
- Navigating evolving regulatory landscapes and shifting priorities over the next 12–24 months.
Dual-Hatting Responsibilities
- Support both SMBCE and Nikko CM on an entity-neutral basis.
- Ensure compliance with regulatory requirements and resolve conflicts of interest as needed.
