Description

Is the next step in your career at SMBC Group EMEA? We’re looking for a Representative Office Compliance Advisory - Vice President for our Compliance Department EMEA Division (CPDE).

 

To assist the Local Compliance Officer (LCO), Money Laundering Officer (MLRO) and Middle East Head of Risk and Compliance (MHOC) in the performance of compliance related matters including advisory, training, governance tasks, reporting and projects.

 

The role will involve being part of the Middle East Compliance Business advisory team, focussing primarily on compliance advisory tasks to all Front Office teams across the Middle East region

 

The Bank has a regulatory responsibility to have policies, procedures, processes and controls in place in order to:

  • ensure compliance with relevant laws and regulations;
  • prevent, deter or detect improper conduct risk either by the Bank’s own staff, its counterparties, suppliers, business partners, customers or potential customers; and
  • prevent, deter and detect the commission or facilitation of financial crime.

 

The role is required to protect the Bank, its employees, and its customers from regulatory risk.

 

The role covers a multitude of Compliance topics, comprising Compliance Advisory services, Compliance Training, Surveillance, ad hoc or special projects, and Regulatory Reporting across all business lines within the MENA offices. The role requires close collaboration with regional compliance colleagues, the first line and additional second line functions.

 

  • The job holder’s main counterparties are Front office staff in the Dubai office, as well as other ME representative offices.
  • The job holder will role also be responsible for Compliance coverage for all ME representative offices, which include Istanbul and Cairo offices and the role will require periodic travel to all these offices.
  • In addition, the job holder will interact with other counterparties both internally (various teams and departments relevant to the compliance function) and externally, if required (with regulators and advisors).
  • The job holder will also from time to time, be required to deputise for the Deputy Head of ME Compliance on advisory and regulatory related tasks.
  • Providing advice and support on compliance and financial crime related matters to local staff;

Responsibilities

  • Contributing to and maintaining a robust Compliance function;
  • Acting as a contact point for local escalation of compliance-related concerns, incidents, breaches of legal and regulatory requirements or Group policies and procedures and equivalent;
  • Acting as a contact point for local escalation of all compliance/AML related matters and to subsequently escalate these to the LCO, MLRO and MHOC as appropriate.
  • Creating and maintaining local policies and procedures, and reviewing them at least on an annual basis to ensure that their content remains in line with applicable laws and regulations, and correctly reflects the processes in place;
  • Producing Management Information (MI) and reports as and when required, and, where applicable, submitting them within deadlines;
  • Timely escalating to the CCO any matter that could have a significant impact on the local office from a regulatory perspective;
  • Liaising with local supervisory authority and law-enforcement agencies as appropriate;
  • Investigating any identified potential or actual breach of relevant rules, laws and regulations; timely reporting any breach to Senior Management and assisting in rectifying the situation;
  • Monitoring local legal and regulatory developments and updating policies, procedures, processes and controls accordingly;
  • Reviewing, agreeing and overseeing the implementation of any Internal Audit recommendations for CPDE, locally;
  • Co-ordination and implementation of CPDE-related projects, investigations, or other ad-hoc tasks;
  • Preparing risk assessments for CCG related topics as well as supporting the preparation of SMBC MENA Compliance & AML/FC risk assessments as required.
  • Attend training courses, classes, seminars and conferences in order to be updated on legal and regulatory developments;
  • In conjunction with the EMEA Compliance Education & Communications function, developing and delivering CPDE training to local staff;
  • Maintaining a close liaison and good relationships with all stakeholders.

Knowledge, Skills, Experience & Qualifications

  • A good understanding and knowledge of local a compliance laws and regulations;
  • A good understanding and knowledge of Group policies and procedures;
  • Prior compliance advisory experience will be an advantage
  • Working knowledge of the local Banking industry;
  • Common sense, a risk-based approach and eye for detail;
  • Communication skills, such as listening, presenting etc.;
  • Good knowledge of English language;
  • Good reading and writing skills in English and the local language;
  • Continuous professional development via attendance at seminars in order to be updated on legal and regulatory developments; and
  • A good understanding of the Bank’s core values and culture.  
  • Ability to travel 

Other Responsibilities

The job holder may assist the Planning Department in the respective offices to the extent that such activities do not conflict with their second line of defence responsibilities, activities such like the following:

  • Acting as a point of contact for internal and external regulatory audits;
  • Carry out vendor / supplier / associated party due diligence as per the applicable rules;
  • Participating in Incident response in respect to a Data Breach and reporting such a Breach to the local Data Protection Authority and Data Subject if appropriate;
  • Supporting the legal team acting as a point of contact with local external legal advisors;
  • Acting as a point of contact with the local Data Protection Agency in line with local regulations;
