Background
This new Assistant Vice President role is within our EMEA Chief Compliance Office (CCO) Technology team. We are seeking a highly skilled Compliance Systems Engineer. This role is critical in ensuring the successful delivery and enablement of Compliance surveillance, monitoring, workflow, reporting and control systems utilising in-house and third party vendor technology solutions. The ideal candidate will have extensive experience in EMEA Banking Compliance function systems, strong engineering, application development and analytical skills, and the ability to handle complex system and data integration challenges.
EMEA CCO Technology is part of Cross-Product Platforms Technology area. Our team delivers and supports critical systems used across SMBC EMEA 1st and 2nd lines of defense functions including Compliance, Finance, Risk, Regulatory Reporting, HR, Data Management and other business and corporate operations areas
Purpose of this role:
- Deliver, enable and support Compliance surveillance, monitoring, workflow, reporting and control systems
- Capture and analyse functional, data and technical requirements and translate them to IT solutions
- Build new and enhance existing in-house and 3rd party vendor applications
- Conduct testing and release management

Accountabilities & Responsibilities
- Design, develop, build, implement and support Compliance IT solutions tailored for banking, operations, risk, and regulatory requirements and following DevSecOps principles
- Understand, QA and enhance existing solutions in .NET, Java, Python, SQL, Oracle etc
- Learn quickly and adapt solutions in different new technologies e.g. Azure, Data Lakes, Analytics, Data Governance, Digital Worklfows, Case Management, RPA, Power Apps, AI and Data Science
- Work with Identity & Access Management, Data Management, API Management, Cloud Engineering, Architecture, Information Security, Infrastrurcture and Application Manaement teams to enable new and make changes to the existing platforms and applications
- Follow data and process modelling and IT standards and best practices
- Apply DevSecOps principles
- Follow Agile or Watefall life cycles dependent on the project methodologies
- Collaborate with Compliance end-users, business analysts, Data Office, project managers, and IT teams to gather requirements, define build, test, implement and support solutions.
- Develop and maintain detailed documentation of developed solutions.
- Perform quality checks and validations to ensure completeness, accuracy, and integrity of software and data.
- Identify and resolve issues related to data migration, including data inconsistencies, integration problems, and performance issues.
- Ensure compliance with banking regulations and standards throughout the software development process.
- Optimize software to enhance efficiency and performance.
- Stay current with industry best practices, regulatory changes, and technological advancements in compliance, migration and banking technology.
Knowledge, Skills, Experience & Qualifications
Essential
- Experience with leading industry tools used for Compliance and Regulatory Reporting
- Extensive experience (5+ years) in software engineering, with a focus on compliance and regulatory domains within banking or financial services.
- Understanding of BPMN and DMN standards, experience implementing digital workflow, business process management and intelligent automation solutions
- Knowledge of programming languages such as Python or Java, experience with ETL tools and data transformation platforms
- Understanding of banking compliance and regulatory requirements, and compliance standards
- Excellent analytical, problem-solving, and troubleshooting skills
- Ability to manage multiple projects simultaneously and work under tight deadlines
- Experience in implementing in-house and vendor solutions on premise and on cloud including SaaS solutions
- Experience in system integration, data sourcing, processing, monitoring, reporting and analytics
- Excellent communication skills with stakeholders at all levels including the most senior level in the Bank and with third parties
- Ability to set and explain system changes to a non-technical audience and de-escalate issues and business impact caused by incidents
- Ability to think strategically in terms of value creation, coupled with a strong commercial acumen
- Thorough understanding of IT controls and software development lifecycle
- Working knowledge of Agile Scrum methodology

Qualifications - Not essential as experience will play a large factor
- University Degree (or eqivalent) in Computer Science, Engineering or other similar subjects
- Agile Scrum Certification
- PRINCE2 or other Project Management qualification
- Business Analysis Certification
- Accountancy or other Financial Qualifications
Desirable
• Certifications related to data management or cloud technologies.
• Experience with data warehousing and business intelligence tools.
• Familiarity with cloud-based data solutions and platforms (e.g., AWS, Azure).
Work Environment
• Expected to be in the office 2 – 3 days a week.
